OSS-RBA business licensing: choosing KBLI codes and checking risk levels

News & updatesBy PlatformOct 2, 2026

The KBLI codes on your NIB determine what your company may do and which permits it needs. Check the risk level before changing your business.

In the risk-based OSS system, every business activity must map to a KBLI code. The system then decides by risk level whether an NIB is enough, a standard certificate (Sertifikat Standar) is needed, or a full licence is required.

Three self-checks

  • Search the KBLI by keyword on the OSS website and make sure the description matches your actual business;
  • Check the risk level for that code at your business scale (low, medium-low, medium-high, high);
  • Foreign-owned companies (PT PMA) should also confirm that the sector is open to foreign investment and check the minimum investment.

The attachment is a KBLI reference list of codes commonly used by members. It is for reference only; the OSS system is authoritative.
